Minutes PL07/2009 of the Planning Committee Meeting held on Wednesday 11th November 2009 at 7.30pm in the Church Hall
PRESENT: Councillors Mrs J Honisett (Chairman), Dr M Allen, Mrs R Creasey, Mrs R Parker, Mrs S Peek, A Waddington and Mrs A Webb.
1. To resolve to accept Apologies for absence and reasons given:
None
2. Members Declarations of Interests: Declarations of interest were made by the following Councillors:
Councillors Dr Allen, Mrs Honisett, Mrs Parker, Mrs Peek and A Waddington declared personal interests for all agenda items because they live in the parish.
3. To Consider Applications Received:
a) N39/0720/09 – Proposal: change of use from residential to day nursery (D1) and single storey side and rear extension to no.47 including link extension to no.45 and revised parking layout at 47 Sleaford Road, Metheringham. The following comments were made: i) it is regrettable that the trees in the rear garden of 47 Sleaford Road are to be removed, and we would like to suggest they are replaced with more appropriate ones; ii) the position of the play garden on the south side of the site is adjacent to the car park, and we would question why this is necessary. It could become a distraction to people using the car park, and there is the added danger that a vehicle could accidentally run into it; and iii) could we suggest that suitable trees be planted along the fence line on the west side of the properties, to soften the rather austere outlook.
b) N39/0726/09 – Proposal: raising roof to form first floor accommodation and alteration to pitched roof and first floor windows at 36 Paddock Lane, Metheringham. The following objections were made: i) this application contravenes the following statement in the Development Appraisal by Chestnut Homes (original developers of this area) which reads: “To respect the privacy of the dwellings adjacent to the West boundary of the site, all proposed dwellings are single storey.” All other properties in the immediate area are single storey;
ii) the proposed elevation of the roofline is out of proportion to the rest of the building, especially with the gable on the south side, and out of keeping with the character of the locality; iii) the proposed first floor window on the west facing side of the property will overlook several single storey properties on Paddock Lane, and would be intrusive; and iv) the resulting building would be out of proportion to the plot.
4. To Note Decisions Received:
a) N39/0609/09 – Proposal: erection of dwelling and erection of triple garage comprising a double garage to plot 3 and single garage to plot 2 (Reserved matter application revision to application N39/0111/09) at 69 Lincoln Road, Metheringham. Reserved matters approved following outline planning permission.
b) N39/0626/09 – Proposal: continued use of land for the permanent siting of a burger van and the retention of a portacabin and storage container at Fen Lake Fisheries, Metheringham Fen Lane, Metheringham. Planning permission granted.
c) N39/0649/09 – Proposal: change of use from residential to offices at 6 High Street, Metheringham. Planning permission granted.
5. Correspondence:
a) Copy of letter of objection sent to North Kesteven District Council in connection with N39/0726/09.
b) Letter from NKDC ref N39/0657/09 - Proposal: erection of first floor extension over existing garage & erection of detached garage to front of Salaam Cottage, Church Walk, Metheringham. Receipt of amended details to include proposed garage reduced in width to 4m and height to 3.6m.
