Minutes PL08/2010 of the Planning Committee Meeting held on Wednesday 10th February 2010 at 7.30pm in the Church Hall
PRESENT: Councillors Dr M Allen, Mrs R Parker, Mrs S Peek and Mrs A Webb (acting Chairman)
1. To resolve to accept Apologies for absence and reasons given: Apologies were received from Councillors Mrs Honisett and A Waddington. It was resolved to accept the apologies and reasons.
2. Members Declarations of Interests: Declaration of interest was made by the following Councillor: Mrs Parker declared a personal interest for items 3a and 3b, because of her connections with Blankney Estates Ltd.
3. To Consider Applications Received:
(As Councillor Mrs Parker had to leave the meeting early, the chairman started with item 3c)
c) 10/0064HOUS – proposal: single storey side extension at Willow Cottage, 30 Lincoln Road, Metheringham. There were no comments or objections.
d) 10/0098/RESM – proposal: application for Reserved Matters (Landscaping) following approval of outline N/39/0469/06 – erection of 4 semi detached houses & garage at 6 High Street, Metheringham. There were no comments or objections.
e) 10/0112/FUL – proposal: construction of 2 storey building to be used as a testing laboratory at 6 High Street, Metheringham. The following comment was made: “Whilst it is stated the materials used will be to match existing, does this mean the existing house or the new houses yet to be built? As far as the Parish Council is concerned this is a sensitive site, being in the village Conservation area, and it is not clear to which existing building this new structure is going match.”
f) 10/0071/CAC – proposal: replace existing window to front elevation with auto sliding entrance door and replace existing side entrance doors with two new windows at Metheringham Co-op, High Street, Metheringham. The following comments were made: “A great deal of confusion has been caused by this application as North Kesteven District Council headed their letter with the location as “Metheringham Post Office”. This is incorrect as is clear from the plans submitted. On contacting Lincolnshire Co-operative Society Ltd it would appear the trolley park is in the wrong place on the plans, and will be situated to the left of the new doorway, as approached from the street. This could become a hazard to pedestrians approaching from the car park at the rear of the premises. Concern was expressed about the health and safety issues with the proposed doorway opening onto the main road at a bus stop. Discussions have taken place between the Co-op, Royal Mail and the Parish Council about re-siting the mail box in order to make way for a possible much- needed bus shelter at the bus stop. This planning application has caused confusion and annoyance, as so much work had been done to get a bus shelter in this area. To this end, Metheringham Parish Council would like, if possible, to have a site meeting with Lincolnshire Co-operative Society Ltd and the Planning Officer from North Kesteven District Council.”
Councillor Mrs Parker left the meeting at this point
a) 10/0032/CAC – proposal: single storey lean to extension to existing out building & demolition & rebuilding of section of boundary wall within site at the Manor, Back Lane, Metheringham. There were no comments or objections.
b) 10/0037/FUL – proposal: erection of detached bungalow & garage at 16 Lincoln Road, Metheringham. The following comment was made: “The layout of the property is a better design than previously submitted, and there are no objections in view of the adjacent tandem development.”
