MINUTES:
It was accepted that under Open Forum Mr Garner resided in Cavalry Court and
not Farriers Court. The Chairman then signed the Minutes of the last Meeting
as being a true record.
OPEN FORUM:
No matters were raised for discussion.
MATTERS ARISING FROM THE MINUTES:
Children's Playground:
Councillor Duggins reported that the supports to the swings had now been
extended and he was now making arrangements for the apparatus to be installed.
Playing Fields:
Councillor Dr Allen gave a report from a JMC Meeting held on 11th February
2003. Although the post of Pavilion Cleaner had been well advertised no one
had yet been appointed. The question of providing a new footpath from the
corner of the Pavilion to the Playing Field and poor state of the high fencing
along the eastern boundary, particularly with regard to responsibility, were
also considered. After due discussion it was AGREED for the Chairman and
Councillors Dr Allen and Ford to arrange a site meeting to look into the
matters for costings to be presented to the school head. Following the letter
received from the school head discussed at the last Meeting Councillor Ford
advised that the toilet seats had not been damaged by Metheringham Football
Club.
Village Hall and Car Park:
A letter had been received from Mrs J Watson, Middle Street, complaining of a
commercial vehicle being parked overnight adjacent to her property, which was
causing annoyance. Following discussion, where suggestions were made for
providing signage and height restriction barriers, it was AGREED for the
Chairman to discuss the matter with the vehicle owner concerned.
A letter had also been received from Mr Ponsford, Middle Street, expressing
concern over surface water and overnight parking. Mr Ponsford to be advised
that no final decision had yet been made for surfacing the car park and that
the situation regarding parking was being monitored.
From a report by Councillor Rose it was AGREED to ask Mr P Garrick to replace
some damaged pantiles on the recently repaired stone boundary wall.
Closed Churchyard:
Following previous correspondence and discussion regarding a damaged stone
wall in the Closed Churchyard a letter had now been received from North
Kesteven District Council accepting responsibility for the future upkeep and
maintenance of the area and that arrangements were being made for repairs to
be carried out.
Dog Warden:
It was reported that a Parish Dog
Warden was appointed on Monday 3rd February 2003 and will be preparing a report for the next
Meeting.
A letter had been received from Mr L Woodhead, Rowan way, expressing concern
over the amount of
dog fouling along the grass verges in Rowan Way and Cherry Tree Way. The Dog
Warden to be asked to patrol the area.
Anglian Water:
A letter had been received from the Environment Agency acknowledging the
Parish Council's letter in
respect of Anglian Water's application for a proposed outfall at Metheringham
Sewage Treatment Works in Moor Lane and the Parish Council's objection to the
proposed combined sewer overflow in Station Road. The application is still to
be determined.
CORRESPONDENCE:
A letter had been received from Metheringham and Dunston First Responders
(LIVES) seeking financial assistance towards their funds. After due
consideration it was RESOLVED to donate a one-off sum of
£100.00.
Letter from Lincolnshire County Council acknowledging the Parish Council's
objection to imposing a
7.5tonne weight restriction on Fen Road railway bridge.
Letter from North Kesteven District Council advising on the litter bins types
they preferred Parish
Councils to purchase and asking local councils to inform them of any incidents
of fly tipping.
Letter from North Kesteven District Council enclosing a copy of their latest
Sports Outreach Newsletter.
Letter from Mrs Swaby, Pullman Close, requesting an additional street light be
provided in Pullman
Close. It was AGREED for the Street Lighting Sub-committee to look into the
question and report back
to the next Meeting.
Letter from Lincolnshire Police advising that the next Local Policing Forum
for North Kesteven is to be
held in Navenby Village Hall at 7.30pm on Thursday 3rd April 2003.
Letter from Sleaford and District Citizens Advice Bureau advising that
following the retirement of Mr P
Rankine his replacement will take over in March 2003.
DISTRICT COUNCIL REPORT:
Councillor Rose had no matters to raise for discussion.
Councillor Mrs Bradwell advised that highway repairs are to be carried out at
the Caroline Road/Station
Road junction. She had also received a complaint from Mrs Pearse, Station
Road, expressing concern
over the siting of a new bus stop sign adjacent to her property. Lincolnshire
County Council to be asked to resite the sign and also a similar sign on the
frontage of the Scarf and Goggles, which was considered to be a danger to
pedestrians.
Councillor Mrs Bradwell was still awaiting a response from the County Council
regarding the proposed
Fen Lane/Moor Lane relief road.
SHIREGATE PLAY PARK:
Letters had been received from Wilkin, Chapman, Epton and Blades Solicitors
and North Kesteven
District Council acknowledging the Parish Council's instructions regarding the
transfer of the Shiregate
Play Park. It was AGREED that the District Council be asked to consider
settling the Parish Council's
solicitors fees in connection with the transaction.
PLANNING:
The following application was considered:

In principle the
Parish Council have no objection to the application. However, they are
mindful over the foul water drainage problems in the village and the extra
burden these additional properties will place on the sewage treatment
works. |
ACCOUNTS:
It was PROPOSED by Councillor Duggins, SECONDED by Councillor Mrs Webb that
the accounts be passed and paid. CARRIED
ANY OTHER BUSINESS:
From a report by Councillor Ford it was AGREED for Councillor Rose to advise
the District Council that a tree adjacent to the fish and chip shop in
Princess Margaret Avenue required attention. From her report Councillor Mrs
Routledge was advised that incidents of inconsiderate highway parking and
speeding vehicles should be reported to the police.
Councillor Westall kindly wished to purchase a new seat for the village, which
was gratefully accepted. Councillor Westall and the Clerk to liaise over the
matter.
Councillor Dr Allen reported that although the hardstandings had been
constructed to the frontages of the Council properties at Sots Hole the
opposite grass verges had been badly damaged. Councillor Mrs Bradwell to look
into the matter.
From a report by the Chairman it was AGREED for Councillor Rose to look into a
problem of the contractors rubble being left over from the works on an area of
land in his ownership at Sots Hole. Councillor Mrs Webb complained that the
level crossing gates had failed recently and had been closed for over an hour.
Councillor Mrs Bradwell AGREED to pursue the question of carrying out
improvements to theLcrossing.
From a report by Councillor Harrison over a pothole adjacent to 20 Caroline
Road it was AGREED for Councillor Mrs Bradwell to inform the County Councillor
accordingly.
