Planning permission has been refused for:

Ref: N39/1290/07 – Proposal: Erection of smoking shelter at Londesborough Arms, Middle Street, Metheringham. It was suggested by North Kesteven District Council that it is likely a smoking shelter situated on the southern side of the building would be considered more favourably, subject to a suitable design.

PC Minutes Feb 26: no mention of above,

a smoking shelter has been erected at the londesborough arms, has this been approved?

The Parish Council is asked to look at planning applications and we are invited to do one of 3 things; make no comment; make comments; object. The Parish Council objected to the style and position of the proposed smoking shelter at the Londesborough Arms, and the District Council refused permission. They agreed with the Parish Council's suggestion that a smoking shelter should be sited on the south side of the building.
I think you need to contact the District Council to see if any approval has been given to erect the smoking shelter where it is. It may be that if it is only a temporary style shelter, i.e. one not needing foundations, etc. they may have been given permission by the District Council without the necessity of coming through the Parish Council.
At the end of the day the Parish Council can only comment, they are not the ones who make the final decision. This rests with the District Council, and I would suggest you contact North Kesteven District Council about this matter.
