1. To resolve to accept Apologies for Absence and reasons given

2. Members Declarations of Interests: Members may make any declarations of interest at this point but may also make them at any point during the meeting in accordance with the 2000 Local Government Act.

3. Reports from representatives on outside bodies

a) To receive a report from the County Councillor.
b) To receive a report from the District Councillor.
c) To receive reports from Council representatives on other outside bodies.

4. Notes of the last Full Council Meeting held on Tuesday 30th June 2009, to be approved and signed as the minutes.

5. Clerks report on matters outstanding (previously circulated)

6. Financial matters:

a) To resolve to purchase four new cradle swing seats for the toddlers swings at Shiregate Play Park and Princes Street Play Park at a cost of £93.00 each.
b) To consider a request from the Village Hall Management Committee for a loan of £2,000.00 for maintenance to the hall floor.
c) To resolve payment of outstanding invoice from Wilkin Chapman Epton Blades Solicitors of £550.00.
d) To resolve to pay Clerks membership of the Institute of Local Council Management for 2009 at a cost of £65.00.
e) To consider accounts for payment.
f) To receive a report from the RFO on the PC finances, Income and Expenditure.

7. Planning Committee: Notes of the last meeting held on 8th July 2009, to be approved as the minutes (previously circulated).

8. Correspondence:

a) To note general correspondence (publications and letters are available for viewing).
b) To consider a letter from LCC regarding Trees for Lincolnshire Communities and decide accordingly.
c) To consider letter from Cllr Rose relating to Local Code of Conduct - members declarations of interests and decide accordingly.

9. To receive reports on Outside Meetings:

a) To receive a report from members on the Metheringham Area Cluster Group Meeting held 15th July 2009.
(i) To decide on allocation of cluster funds for 2009/2010.

b) To receive a report from the Clerk on the SLCC branch meeting held 17th July 2009.

10. To receive reports from Working Groups:

a) Children's Playgrounds and Playing Fields
b) Highways, Footpaths & Car Parks
c) Risk Assessment
d) War Memorial and Spring

11. Recreation field & related issues: To receive an update following advice from Bridge McFarland Solicitors.

12. Metheringham History Leaflet: To receive an update following receipt of final draft history leaflet, incorporating Spires & Steeples trail.

13. Allotments: To receive an update following the proposal for new allotments and pavilion.

14. The Quality Parish Scheme:

a) To receive a report on progress.
b) Following approval of the amended Local Authorities (Model Code of
Conduct) Order 2007 No. 1159 for Parish Councils, Minute Ref: 02/2007,
26/06/2007. To resolve to clarify that paragraph 12(2) has been expressly
adopted.

15. New Cross: To receive a report from LCC on the delayed installation of the new cross and continuing maintenance issues outside the library and health centre, High Street.

16. Village Hall Management Committee:

a) To consider proposals for alterations to village hall and car park.
b) To consider applying to the Public Works Loan Board for a loan to carry out
the above alterations.

17. Remembrance Day Service: To approve details for Remembrance Day Service to be held on 8th November 2009.

18. Date, time and venue of next meeting: Tuesday 25th August 2009 at 7.30pm in the Village Hall.

19. Public Bodies (Admission to Meetings) Act 1960 Exclusion of the Press and the Public: To resolve that in accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960 and by reason of the confidential nature of the remainder of the business, the Press and the Public be excluded from the Meeting.

20. Staffing Matter: To discuss appraisal of Clerk.
