John Speed's 1611 Map of Lincolnshire

Cambridge University Library have digitised and placed online John Speed's 1611/1612 atlas of Great Britain. BBC Cambridgshire has this article about the Atlas.

John Speed was a cartographer and historian who produced, The Theatre of the Empire of Great Britaine, an atlas which contained the first set of individual county maps of England and Wales. Many of the county maps included town plans of places he had surveyed himself.

Metheringham Parish Council is currently seeking two residents to become Parish Councillors. They must be over 18 years of age and a British national or a qualifying citizen of the Commonwealth or the European Union, be registered on the electoral role and have lived or worked in the village for 12 months or more.

Do you think it is time you got involved in the local community?
Helping with local issues is a very worthwhile way of making a contribution to the area in which we live and work. Are you interested in the things that affect your children's or teenager's lives? Are you concerned about our environment? How do you feel about planning issues?
What about public transport? Local housing? Are you interested in local government finances, and where all our money goes? What can we do about anti-social behaviour? Do we need more local amenities? If this is you, your community needs you to help make the decisions at grass roots level.

AGENDA - Special Meeting - 28th April 2011

1. To resolve to accept Apologies for Absence and reasons given

2. Members Declarations of Interests: Members may make any declarations of interest at this point but may also make them at any point during the meeting in accordance with the 2000 Local Government Act.

3. Notes of the last Full Council Meeting held on Tuesday 29th March 2011, to be approved and signed as the minutes (circulated with agenda).

4. Financial matters:
a) Multi Use Games Area: To consider and approve quotations received for the purchase and installation of a multi use games area to be installed on the playing field, Princes Street at an approximate cost of £9,826.72. This is to be purchased with s106 monies of £10,000.00 received from the developer of Barley Close for the improvement of outside facilities in Metheringham. These funds are currently held by NKDC.
b) Public Toilets, Fen Road: To consider and approve the building is transferred from North Kesteven District Council to Metheringham Parish Council and to agree the amount to be paid of £1,000.00.
c) Finger Post Sign: To consider and approve quotations received for purchasing a finger post sign to be erected in the Princes Street Car Park adjacent to the bowls club entrance at a cost of £399.06.

5. Planning Committee:
a) Notes of the meeting held on 13th April 2011 to be approved and
signed as the minutes (circulated with agenda).
b) To consider planning application: 11/0362/FUL; proposal: erection of double garage to be used as a technical testing laboratory and storage of samples, at 6 High Street, Metheringham, Lincoln.
c) To consider application for Tree Works: CA39/47; proposal: T1 Yew - crown reduce by 3m (width and height approx 20%) crown lift back to stem by 1.5m and deadwood, at Nook House, High Street, Metheringham.

6. Recreation field & related issues: To consider a response to a letter received from LCC, relating to invoice sent to LCC for rent of the playing field.

7. Annual Report 2010/2011: To receive comments from members on the Annual Report for 2010/2011, to amend document accordingly and agree to send for printing.

8. Public Bodies (Admission to Meetings) Act 1960 Exclusion of the Press and the Public: To resolve that in accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960 and by reason of the confidential nature of the remainder of the business, the Press and the Public be excluded from the Meeting.

9. Code of Conduct: To receive an update following receipt of letter from NKDC.

(1) Apologies for Absence: District Councillor W. Chambers, County Councillor M. Overton and Mr Sidney.

(2) Police: PCSO Flannigan informed the meeting that one crime had been reported since the last meeting. He is still patrolling the Nocton Hall area regularly.

(3) Public Questions:
None

(4) Litter: Mr. Sidney had informed the Clerk that he had experienced no problems. He is to be informed that there is some litter between the hedge and the fence opposite the Village Hall.

(5) Dog Warden: Mrs Hill gave her report. She has a witness willing to give a statement on an incident. She had spoken to the dog walker concerned and the problem appears to have been resolved so no more action will be taken. Mrs Hill will contact the witness and explain the situation. Mrs Hill has the authority to issue penalty tickets.

(6) Declaration of Prejudicial Interest in Accordance with the Ethical Code of Conduct: Councillor M. Williams declared a personal interest in item 179/10c 11/0176/FUL (Planning Application for land adjacent to The Pheasantry).

(7) Minutes: The Minutes of the meeting held on 1st February 2011 were proposed as correct by Councillor Tyler, seconded by Councillor Rumbelow and signed by the Chair.

(8) Matters Arising:

168/10 (see 154/10): Play area -Councillors had not agreed the draft letter to the School Governors so it had not been sent. Councillor Williams suggested waiting until after the Parish Plan meeting before progressing this further. Councillor Tyler suggested informing the school that no decision would be made until then. This was proposed by Councillor Williams, seconded by Councillor Tyler and agreed by the majority.
169/10 (see 156/10): The cost of The Green grass protection area needing to be covered (5m x 10m ) is £603 plus VAT = £725. The school has said it has no funds available but the Church would be willing to help with the costs. The Clerk was instructed to write to the Church and the school with the costings and to ask the school again to contribute to the cost involved.
170/10 (see 157/10): The Parish Plan meeting on 23rd March has had to be postponed but will be rescheduled as soon as possible. The original date has been kept for a Census "drop-in" meeting between 2.00 pm and 6.00 pm.
171/10 (see 158/10): BJB will remove the "Coronation" seat and replace it with the "Cluster" seat..
172/10 (see 159/10): Councillor Goldsworthy was given a copy of an Equal Opportunities Policy to consider.
173/10 (see 160/10): The owners of the tree obscuring the street lighting were upset that they had been written to instead of being spoken to.
174/10 (see 187/10a): The Cricket Club has repaid its loan.
175/10 (see 167/10b): Councillor Goldsworthy had spoken to Alan Brown at LCC Highways regarding potholes and the required dropped kerb by the Post Office. Potholes were being repaired on a priority basis and the delay with the dropped kerb was due to a change in contractors. Mr Brown was to be invited to the April meeting.

(9) Village Hall (176/10): Councillors Williams and Askew and Mr Franklin had had a successful meeting with Samantha from Community Lincs. She had said that funding is available for various things - heating, insulation and a stage is needed. A community shop was suggested. Settlement would be monitored. A committee meeting was to be held tomorrow evening. A coffee morning would be held next Wednesday.

(10) Nocton Hall (177/10): NKDC is still attempting to recoup expenses incurred from LEDA. The options appraisal is ongoing and should be completed by May. Councillor Rumbelow suggested that NKDC invite LEDA to a meeting with the Parish Council and NKDC. District Councillor Rose will look into the possibility.

(13) Nocton Dairies (180/10): The dairy application has been withdrawn and the associated pipeline application has been refused. Councillor Goldsworthy suggested that Nocton Dairies be invited to an early meeting to discuss their future proposals for the land. He will write to them.

(14) Finance (181/10):

(a) No Lloyd's statements available but £10,564.04 is in the Buscal account and £112.32 is in the Treasurer's Account.
(b) Payment of LALC subscription invoice for £179 deferred to next meeting.
(c) Mr.Sidney paid for litter picking February £40 (cheque signed).
(d) Mrs J. Hill Dog Warden - February £79.50 (cheque signed)
(e) Clerk's salary for February £168.72; expenses £1.80 = £170.52 (cheque signed).

(15) Any Other Business (182/10):

Councillor Tyler asked if anything had been planned for the Royal Wedding. Parishioners had suggested a Street Party and had volunteered to help Councillors and the Village Hall Management Committee with whatever event is decided upon.

(16) Date of Next Meeting:

The next meeting confirmed as Tuesday, 5th April 2011 at 7pm in the Village Hall. This will be the Annual Parish Meeting.

There being no other business, the meeting closed at 8.45 pm.

Minutes PL06/2011 of the Planning Committee Meeting held on Wednesday 9th March 2011 at 7.30pm in the Church Hall

Two members of the public for item 3b)

1. To resolve to accept Apologies for Absence and reasons given:
Apologies were received from Councillor Mrs R Creasey. It was agreed to accept the reason.

2. Members Declarations of Interests: Declaration of interests were made by the following Councillors:
Councillors Mrs Honisett, P Ford and A Waddington declared a personal interest for all agenda items because they live in the parish.

3. To Consider Applications Received:
a) 11/0080/FUL - proposal: construction of fishing lake, raised earth banks and parking and erection of new toilet block at Fenlake Fisheries, Fen Lane, Metheringham. There were no objections but it was felt there were insufficient toilet facilities, especially for use on match days.
b) 11/0184/FUL - proposal: erection of house and detached garage on land adjacent 1 Butters Corner, Townsend Way, Metheringham. There were no objections but the following comments were made: "The grass verge at this point could be removed to widen the highway, otherwise vehicles associated with this property could further aggravate the traffic problem which already exists."
c) 11/0216/HOUS - proposal: conversion of garage to habitable room and replace garage door with window, plus erection of chimney to gable end at 5 Hunters Drive, Metheringham. There were no comments or objections.

4. To Note Decisions Received:
a) 10/1179/FUL - change of use of former pumping station to dwelling (resubmission of 10/0859/FUL) at the Pump House, Sleaford Road, Metheringham.
b) 10/1363/HOUS - single storey rear extension at 10 Lincoln Road, Metheringham.
c) 10/1257/FUL - construction of a new steel portal framed agricultural grain drier and storage building at Metheringham Heath Drier, Sleaford Road, Nocton Heath.
d) 10/1394/FUL - installation of 3.96 KW photovoltaic panels on roof on Metheringham Fire Station, Fen Road, Metheringham.
e) 10/1323/FUL - change of use from agricultural land to use of land for keeping of horses at land adjacent to Fenside Farm, Fen Lane, Metheringham.
f) 10/1227/HOUS - erection of conservatory to rear of 1 Chestnut Close, Metheringham.
g) 10/1242/HOUS - erection of fencing (retrospective) at 2 Wesley Close, Metheringham.
h) 11/0033/OHL - dismantle section of existing overhead line and replace with underground cable at the Pump House, Waneham Bridge, Sleaford Road, Metheringham.
All these applications have been approved, and information was received via email with no information about length of approval or possible conditions.

Metheringham Royal Wedding Celebrations - Friday 29th April

This is a free event for the villagers funded by MACLA and the Parish Council

Timetable


  • 09:00 - 23:00 - Road Closure from High Street to Lime Tree Avenue.

  • We would like to thank the residents for their kind co-operation whilst this event is taking place.

  • 10:00 - Village Hall open for all those who would like to watch the ceremony on a large screen.

  • Teas/coffees plus wedding cake and a table full of wedding presents donated by our village businesses and shops as a Huge Tombola.

  • 12:00 -18:00 - There will be an exhibition of wedding dresses loaned by Metheringham villagers on display in the Methodist Chapel. Teas and Coffee will also be available.

  • 15:30 - 17:00 - Street Party for children of the village (year 6 downwards ) in Fen Road. Street Entertainer, Bouncy Castle, Ice cream van, Face painting, and a bag of goodies for every child. If wet, in the village hall.

  • If you have not registered your children please ring Fran on 320827. We do need a rough idea of numbers

  • 17:30 - 19:00 - Tea dance, with light entertainment.

  • 19:30 -23:00 - The Snogs and DJ Bob
    [Update 22 April - We have just been informed that one of the guitarist's of the SNOGS has injured his hand and the band will not be able to play at the Royal Wedding celebration in the village hall on April 29th. The band has however got a replacement band for us. We have no name at this moment of time. This is news very hot off the press and as soon as I have more information we will let you all know via this website. - Sally]

  • 23:00 - National Anthem

There will be a licensed bar throughout the day and evening as well as teas/coffees and soft drinks. If you can spare an hour or two to help with the stewarding with these events we would love to hear from you.

If you have a wedding dress which you would be willing to have displayed please can you contact Sarah Hastie 321469 and any donations of fresh flowers so that we can decorate our village hall would be gratefully received. We will be in the Village Hall from 14:00 on Thursday 28th April to start the decorations. If you can spare an hour we would love you to help us.

Metheringham Royal Wedding Celebrations:

Bunting, buns, balloons, big TV screen, blooms, bridal wear, barbershop quartet, a bar and a band.

Teas, tables in the street, a topical tombola, a tall entertainer and treats galore.

It just need stewards to help set up and during the day's activities, tailor's dummies and wedding dresses offered for the display, donations of greenery and flowers, children (up to year 6) to get their names down for the tea party and to start working on their entries to the handwriting and art competitions and families and individuals to come and party together.

On 29th April Metheringham Fen Road will be closed between 9.00a.m. and 11.00p.m. to allow for a street party to celebrate The Royal wedding between HRH Prince William of Wales and Miss Catherine Elizabeth (Kate) Middleton.

The day's activities will centre around the village hall and the street outside including a children's street tea party and a display of wedding dresses from villagers in the Methodist Chapel.

The village hall will be showing the wedding live on a giant TV screen in the village hall from 10.00a.m. Refreshments will be available including wedding cake. Children's competitions will be judged in the hall and be on display.

The children's street tea party (weather permitting) will take place at 15.30 in Fen Road.

Tea dance entertainment including the MAD choir, a Barbershop Quartet and dancing (line dancing, latin, ballroom ?) in the village hall from 17.30.

Local rock band The Snogs and a disco with DJ Bob will be in the village hall from 19.30.

All entertainment is free but you will be asked to pay for village hall refreshments and the bar.

You can get involved in numerous ways:-

If anyone has their wedding dress and would like it to be on display please contact Sarah Hastie or the organisers. A photograph of it being worn and the year would be appreciated.

Stewards - for setting up the village hall on Thursday 28th April from 2.00p.m.

- to be in the village hall from 9.00a.m. on the Friday (a rota is
being collated to last through the day and through the evening).

- To be in the Methodist chapel to help with the dress display

- to help set up the tables in the street from 2.30p.m. for the party.

- To help with the children's party at from 3.30p.m. (this could be
Mums and Dads)

- To help clear away the tables and tidy the street in the evening.

Helpers - to prepare teas and coffees all day in the village hall - on a rota

- To man the tombola in the village hall

Don't forget to put your children's names down for the street party -to get the numbers right!

Children's competition entries will be accepted in the village hall on the day.

Donations - if you can help provide flowers and/or greenery for the floral decorations around the hall and village please contact Doreen Blackband or the organisers.

You will hopefully have received a copy of this year's Council Tax Booklet through the post in recent days. If not, I'm sure you will soon.

I'm afraid that some of the figures presented on the Parish Precept information on the back page are incorrect, but they have since been amended and circulated to all NKDC Members and parishes.

An amended copy is also being hosted on our website - http://issuu.com/newsnk/docs/nkdc_council_tax - and we will make it clear to all callers where this can be found. Furthermore if people need printed copies of the corrected information we will also make that available on request.
