Metheringham Parish Council Meeting Agenda - 26 July 2011

Dear Councillors

You are summoned to a meeting of Metheringham Parish Council which will be held in the Village Hall on Tuesday 26th July 2011 at 7.30pm. Prior to the official start of the meeting a public forum of not more than 15 minutes will be held if required. The public may address the council between 7.15pm and 7.30pm on current matters, or issues which may become future agenda items and your attendance is also requested during this period. A Police Report will be given at this time.

AGENDA - 26th July 2011

1. To resolve to accept Apologies for Absence and reasons given

2. Members Declarations of Interests: Members may make any declarations of interest at this point but may also make them at any point during the meeting in accordance with the 2000 Local Government Act.

3. Reports from representatives on outside bodies:
a) To receive a report from the County Councillor.
b) To receive a report from the District Councillor.
c) To receive reports from Council representatives on other outside bodies.
d) To receive a report from the Parish Dog Warden

4. Notes of the last Full Council Meeting held on Tuesday 28th June 2011, to be approved and signed as the minutes.

5. Clerks report on matters outstanding (circulated with agenda).

6. Financial matters:
a) To consider Clerks membership renewal of the Institute of Local Council Management for 2011 at a cost of £81.00.
b) To consider an invite to the Lincolnshire Association of Local Councils AGM and Conference to be held on Saturday 15th October 2011 at Horncastle College at a cost of £21.50 per delegate and decide accordingly.
c) To consider and approve purchasing a new large capacity closed top litter bin to be installed on the playing field at Prince's Street at a cost of £384.91.
d) To consider and approve purchasing and installing a new litter bin at the north end of Dunston Road at an approximate cost of £116.95.
e) To consider and approve purchasing 2 off benches for the war memorial garden up to a maximum cost of £1000.00.
f) To consider and approve installing speed ramps at the entrances to Prince's Street car park at an approximate cost of £700.00.
g) To consider accounts for payment.
h) To receive a report from the RFO on the PC finances, Income and Expenditure.

7. Planning Committee:
Notes of the meeting held on 13th July 2011 to be approved and signed as the
minutes (circulated with agenda).

8. Correspondence:
a) To note general correspondence (publications and letters are available for viewing).
b) To consider applying for a community wildlife grant of between £50.00 and £500.00 up to a maximum of 75% of the total costs, from Lincolnshire County Council and decide accordingly.

9. To receive reports on Outside Meetings:
a) To receive a report from members on' Effective Community Engagement'
training held on 5th July 2011.
b) To receive a report from members on the LALC Assembly held on
11th July 2011.
c) To receive a report from Cllrs Dobbs and Mrs Peek on 'What's on the Agenda?' training held on 12th July 2011.
d) To receive a report from members and the Clerk on the SLCC East Midlands Regional Conference held 12th July 2011.
e) To receive a report from members on the Metheringham Area Cluster Group meeting held on 20th July 2011.
f) To receive a report from members on the NKDC Code of Conduct training held on 25th July 2011.

11. Recreation field & related issues:
a) To agree final heads of terms for lease of the 'Star and Garter' Playing Field
to Lincolnshire County Council (circulated with agenda).
b) To agree final lease of accommodation within Metheringham Primary School
to Metheringham Parish Council (circulated with agenda).
c) To agree action relating to the unpaid invoice from MPC to LCC.

12. Allotment Land: To give further consideration relating to compulsory purchase of land.

13. Street Lighting: To consider options to reduce outgoings relating to street lighting owned by the Parish Council (letter from e.on circulated with agenda).

14. Date, time and venue of next meeting: Tuesday 30th August 2011 at 7.30pm in the Village Hall.

15. Public Bodies (Admission to Meetings) Act 1960 Exclusion of the Press and the Public: To resolve that in accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960 and by reason of the confidential nature of the remainder of the business, the Press and the Public be excluded from the Meeting.

16. Code of Conduct: To receive an update relating to ongoing matters.
