Metheringham PC Special Planning Meeting Minutes 23 June 2011
Minutes PL02/2011 of a Special Planning Committee Meeting held on Thursday 23rd June 2011 at 7.30pm in the Pavilion
PRESENT: Councillors N Dobbs (Chairman), Dr M Allen, P Ford, Mrs J Finegan, Mrs S Peek, P Saffin, J Money (District Councillor) and Ms S Wetherall (Clerk).
1. To resolve to accept Apologies for Absence and reasons given:
Apologies were received from District Councillor R Kendrick. The reasons were accepted.
2. Members Declarations of Interests: Declarations of interest were made by the following Councillor:
Councillor Dr Allen declared a personal interest for agenda item 3 because he lives in Metheringham Fen.
3. To Consider Applications Received:
11/0576/FUL - proposal: Erection of a temporary (3 years) log cabin dwelling at Land adjacent to Fenside Farm, Fen Lane, Metheringham, Lincoln. The following objection was made: The proposed log cabin dwelling plan does not provide any details of the internal layout and this dwelling on the site is not considered appropriate for the proposed development. Members are extremely concerned that Metheringham Fen Lane is narrow and the proposed access to the site is dangerous as it is on a bend at the brow of a hill, the road is already in a poor condition and further traffic (cars and horseboxes) will only exacerbate the situation. There are also concerns about the health and safety of the horses and riders and general public using the road for the same reasons.
The applicant has indicated this is only the first stage of an ongoing development.

Addendum PL02/2011 of Metheringham, Sots Hole and Tanvats Special Planning Meeting, held on Thursday 23rd June 2011 at 7.30pm in the Pavilion
1. Public Forum
There were seven members of the public present at the meeting. Neighbouring residents all expressed their concerns about the proposed dwelling and the way in which the applications are being submitted on a tiered system with the ultimate goal of constructing a house. They object to any dwelling being placed on the land and the impact of visitors and the increase in vehicles on the roads. The previous owner of the land stated that the land was sold with a covenant stating it was for agricultural use only. Cllr Money stated that he had requested the application is considered by the planning committee at NKDC and should not be dealt with by delegated powers. Mr Greaves the applicant stated the timber cabin was the most suitable option and was required for the security of the horses, a car park will be provided but until then cars will have to park on the roadside. There will be some horseboxes but this will mainly be at the weekends and when events take place. There will be ten moveable shelters dimensions are 10' x 10'. Utilities - mains water will be supplied from Metheringham Fen Lane, solar panels and a septic tank will be installed. Residents of Barff Farm expressed their concerns about their water supply as it runs across the field, a covenant is in place to gain access at any time to carry out works.
