<p>This site has been our community's little corner of the interweb, our little piece of digital cyberspace. All the content has been provided by our community, by you. Without you, there would be no site, no stories, no pictures. For all your contributions, I'm so very grateful but all good relationships invariably come to an end. Regrettably, after maintaining this site for over 11 years, I am no longer in a position to continue to do so.</p>

<p>The site will remain visible for a while after today but will no longer accept new content. Without new content it will gradually lose its relevance and decay. A backup of the site content will be taken so that the content is not lost.</p>

<p>I would like to pass my thanks to every single one of you that has contributed, over the years, to make this site such a valuable resource for our community. </p>

<p>One has to be careful when naming names lest someone gets offended by an omission, but I'd like to pass on my sincerest thanks to Pete, Geoff, Sally, Dot, Ricky, Pete Byers, Reg Rush, Len Woodhead, Mary Haslam, Stuart Rogerson, Margaret Amos and the many, many others who've contributed over the years, who've chosen to share their stories, their pictures, their memories, who've made it all worthwhile.  </p>

        <![CDATA[<p>Minutes of Metheringham, Sots Hole and Tanvats Special Meeting of the Council held on Tuesday 1st May 2012 at 7.00pm in the Village Hall</p>

<p><strong>PRESENT:</strong>	Councillors Dr M J Allen (Chairman), N Dobbs, P D Ford, Mrs J Finegan, Mrs J Gwillym, Mrs M Kristen, Mrs L Lacey,  Mrs J Peck,  Mrs S Peek, M E Reynolds, P A Saffin andMs S N Wetherall (Clerk).  <br />
		<br />
<strong>1.	To resolve to accept Apologies for absence and reasons given:</strong><br />
Apologies were received from Councillors M Haisman and Mrs Wilson.  It was resolved to accept the apologies and reasons, this was proposed by Cllr Mrs Peek, seconded by Cllr Ford and all were in favour.</p>

<p><strong>2.	Members Declarations of Interests: </strong> No declarations of interest were made at this item.      </p>

<p><strong>3.	Notes of the last meeting:</strong>  Held on 27th March 2012 having been previously circulated, be approved as the minutes - It was resolved to sign the minutes as a true record of the meeting, this was proposed by Cllr Dobbs, seconded by Cllr Saffin and all were in favour.  <br />

        <![CDATA[<p><strong>4.	Financial matters:</strong><br />
a)	Metheringham Swimming Pool:  To consider and approve quotation received for the initial start up costs and weekly pool operation.<br />
i)	Pre season checks and start up - £250.00 <br />
ii)	To repair cracks in pool - £150.00<br />
iii)	Season maintenance and testing (chemicals not included) -  £40.00 per week.  <br />
Two open public meetings have taken place, an executive committee and working groups have been formed.  A number of volunteers have agreed to take on the key roles of Chairman, Treasurer and Secretary, with many others offering to help on the working groups.  The swimming pool clearly has a lot of support and is a valuable asset to the village.  A discussion took place relating to how a new reporting structure should be implemented.  Financial procedures and risk assessment documents are crucial.  The Parish Council now has two signatories on the swimming pool bank accounts.    Following consideration of the above quotations and support for the pool it was resolved to instruct Carl Bradley to carry out the work, this was proposed by Cllr Ford, seconded by Cllr Reynolds and all were in favour.    </p>

<p>b)	To consider and approve a working budget for the current season:  Unfortunately due to the short time scales a budget for the current season had not been produced, therefore this item was deferred until the next meeting.    <strong>ACTION:  Metheringham Swimming Pool Committee</strong><br />
 <br />
<strong>5.	Fayre and Feast 2011: </strong> To clarify matters relating to an overspend of the budget for the 2011 Fayre and Feast.  Cllr Reynolds stated this was due to a number of factors, new steps, special guest to open the event and more entertainers.  Cllr Ford informed members that the accounts for year ending March 2012 had been closed and there were no outstanding   issues relating to the overspend on the budget.  The donation made by the Parish Council to MACLA for the Queens Diamond Jubilee Celebrations and the grant funds obtained by MACLA for the celebrations have no relevance to the Fayre and Feast working group.        </p>

<p><strong>6.	Skate Park/BMX Track Project:</strong>  The young people gave an excellent presentation at the Annual Village Meeting and have produced some detailed plans for the skate park.  It was felt experts are now required to look at the plans to establish the next step.  The young people are forming a club - if raising funds a constitution is required.  It needs to be made clear that any funds raised are for the building of the skate park.  It needs to be decided if Metheringham Parish Council or MACLA are applying for funding.  Firm plans and quotations are required.  A lengthy discussion took place regarding the funding obtained for the Diamond Jubilee Celebrations and whether the company could be used for this project.  The Clerk is to obtain further details from Mr Gray.  It was agreed to defer this item until the next meeting. <strong>ACTION:  Clerk </strong></p>

<p><strong>7.	Annual Report 2011/2012: </strong> Some minor editorial amendments were made to the provisional document.  Three prices had been obtained, it was resolved a colour cover and black inner at a cost of £619.00 for 1,700 copies should be printed, this was proposed by Cllr Ford, seconded by Cllr Mrs Gwillym, four against and five were in favour.    There was some concern about the cost of printing the document.  The Chairman stated it was a legal requirement as a Quality Council, to distribute a hard copy of the Annual Report to every household in the parish.  The format of the document is to be reviewed for next year.  <strong>ACTION:  Clerk/Members </strong></p>

<p>The meeting closed at 8.36pm.<br />

bracket complete with a 36 watt PL white light (low energy) lantern controlled by an all night photocell  and a plastic supply box and overhead electricity service, outside 40 Princes Street at a cost of £551.00.<br />
c)    To consider a request from Tinkers Mother and Toddler Group for a<br />
       continuation of the grant donation towards the scout hall hire for a further six<br />
       months at a cost of £415.68 (documents circulated with agenda).<br />
d)   To consider and approve quotations received for repairs to electric circuit at<br />
       the village hall at an approximate cost of £2,000.00.     <br />
e)   To consider and approve a loan of £1,600.00 to the Village Hall<br />
       Management Committee to cover repair costs to the outside shed.<br />
f)     To consider and approve payment of £749.10, to South Lincs Electrical Ltd<br />
       for portable testing, full log and certification of equipment at the village hall.  <br />

        <![CDATA[<p><strong>Metheringham's Weekend of Celebration.</strong><br />
Dust off your bunting, decorate your house/business and get ready to celebrate  this very special moment in our Country's history.</p>

<p><strong>Friday 25 May </strong> -  We  start  our celebrations  in Metheringham Village Hall from 6:30 - 8:30 pm with the Crowning of our very own  Jubilee Queen, her Consort, two Princesses and their Knights. We will also have six flower girls. </p>

<p><strong>Friday 1 June</strong> - a Jubilee assembly in Metheringham Primary School where each pupil has been hard at work painting a  portrait of Her Majesty. 230 children will be presented with a Medal and Crown, before having their photograph taken to be put in our villages history book.</p>

<p><strong>Sunday 3 June </strong>- The Jubilee Big  Community Lunch in the playing fields from 12 noon. Bring your own table, chairs, and food and listen to a folk group, have your face painted or have a go on the bouncy castle and then a ride on the vintage fun fair. </p>

<p><strong>Monday 4 June</strong> - Carnival Parade from Grange Road to the Playing Fields at 2 pm followed by our Fair at 2:30 pm. You can watch a BMX bike exhibition, join in It's a Knockout, watch falconry flying, eat some hog roast, burgers or have a cup of tea and cake in the WI pavilion, look at what our village organisations get up to on their stalls, go to the marquee and see the fantastic entries in our competition, watch the events in the central arena or just have a bet on the terrier racing!!  After all that, have a drink in the Beer Tent,  <br />
Watch the historic Lancaster Bomber do a fly past on our playing field.<br />
Dance to the children's disco in the early evening followed by our fantastic band Sugar Bombz.<br />
Join in at 10:30 for the lighting of our very own Beacon followed by a Red White and Blue firework display to very patriotic music.</p>

        <![CDATA[<p><strong>Annual Village Meeting</strong><br />
The 2012 Annual Village meeting took place on Tuesday 24 April and we would like to thank everyone who attended to  make the evening a great success.  The Chairman gave a presentation giving details of the Parish Council activities during the past year.  This year's key note speakers were Jim Thomson from Lincolnshire Co-operative and Gary Brown from First Contact - Age UK Lincoln, they both gave excellent and informative presentations.  The village groups gave some varied, interesting and entertaining presentations, Metheringham Skate Park Group, Metheringham Scouts, Cubs and Beavers, Metheringham Area Community Leisure Association (MACLA), Metheringham & Dunston LIVES, Metheringham Guides, New Life Church, Mission X Youth Group, Metheringham Fire Brigade and Metheringham Methodist Church.  The 2011/2012 Parish Council Annual Report will be delivered to your door very soon, so please take the time to read it and find out what the Parish Council have achieved for the village.  We would like to hear your views. If you have any suggestions or comments regarding the Annual Village Meeting please contact the Clerk. </p>]]>
        <![CDATA[<p><strong>Armed Forces Day </strong>- Flag Raising Ceremony  A flag raising ceremony to support Britain's fourth national Armed Forces Day has been arranged by Metheringham Parish Council. The Armed Forces Day Flag will be raised at Metheringham War Memorial Garden, High Street, Metheringham, on Monday 25 June.  At 10.15am, guests will be welcomed and at 10.20am prayers.  The flag will be raised at 10.30am to honour the British Armed Forces, past, present and future.  Please come along to show your support</p>

<p><strong>Best Kept Village Competition</strong><br />
The Parish Council have again entered the village into this competition. Last year we had a very disappointing result  as we didn't make it through to the second round.   This was due to the amount of litter on the playing fields.  So please respect this area and use the bins provided or take your litter home with you.  It is the minority that show no respect for the  village they live in. <br />
 <br />
<strong>Community Emergency and Flood Plan</strong><br />
Metheringham Parish Council are assisting Lincolnshire County Council and North Kesteven District Council in producing a Community Emergency and Flood Plan. The Parish Council would not have any formal role if an emergency were to happen.  All  major emergencies will be dealt with by the Emergency Services, Local Authorities, Health Agencies, Utility Companies and Voluntary Agencies in a combined multi-agency  response.  However, local planning can help prepare a community for occasions when support from other organizations is not  immediately available or which may be  limited in scope or capacity.<br />
Some of the threats that have been highlighted for Metheringham Parish are:-<br />
Adverse Weather - extreme heat/extreme cold; Flooding (Isolation); Fire; Loss of Electricity; Loss of Water Supply; Contamination of  Water Supply; Sewerage; Plane Crash; Oil Tanker Explosion/Crash; Train Crash; Flu  Viruses and Earthquake. <br />
The Parish Council is gathering information at a local level to compile a comprehensive list of community members/businesses that may be able to help if an emergency were to occur. </p>

<p>If you are willing to add your name/business to this plan, you may be able to offer any of the following:- Medical and first aid; equipment/transport; emergency accommodation - a place with the potential to accommodate vulnerable people; camp beds; blankets; emergency lights; privately owned generators; plant and clearance equipment, facilities for the emergency services; key holders for the main buildings in the village and a list of vulnerable people/groups.  <br />
A Community Emergency Management Team (EMT) is being formed. The members of the team should:<br />
*	Live locally and have a good  knowledge of the geographical area as well as the groups and individuals that live and work within the community.<br />
*	Have the backing of the Parish  Council to represent the community.<br />
*	Assist in the development, review, maintenance and exercising the plan.<br />
*	Where possible, identify a small team of able people from within the community that could assist in developing the plan and in responding to an emergency.<br />
*	Identify a suitable location for those involved in coordinating the response to meet if necessary.<br />
*	Provide a link between the local community and Emergency Service and Local Authority to provide advice.<br />
*	Co-ordinate the response of the Community in conjunction with the                   Emergency Services and Local Authority. <br />

<p><strong>Localism Act</strong><br />
The Localism Act received Royal Assent on 15 November 2011.  The Minister of State for Decentralisation, Greg Clark MP, states: "The power away from central government and towards local people." <br />
The key measures within the Act are  highlighted under four headings:<br />
*	new freedoms and flexibilities for local government.<br />
*	new rights and powers for  communities and individuals.<br />
*	reform to make the planning system more democratic and more effective.<br />
*	reform to ensure that decisions about housing are taken locally.<br />
<strong>New Freedoms</strong><br />
General Power of Competence:  This power will give local councils the chance to deliver more for their communities based on  residents' needs.  However, the suitable and appropriate eligibility criteria for the power reflecting existing training and qualifications have not yet been agreed.  <br />
<strong>Standards:</strong> The Act abolishes Standards for England. However local councils will still be required to draw up a code of conduct.  Such a code of conduct must be consistent with a set of principles set out in the Act and based on the current principles. Local councils will be able to revise their existing code of   conduct or adopt a code of conduct to replace its existing code of conduct. <br />
<strong>Predetermination:</strong>  The proposed provisions should increase the scope for local  councillors to represent the views of their  residents and to vote on these issues.<br />
<strong>New rights </strong> Community right to challenge: The Act provides local councils with the right to express an interest in taking over the running of a local authority service and that a principal authority is obliged to consider and respond to this challenge.<br />
<strong>Community right to bid:</strong> The Act requires that principal authorities maintain a list of assets of community value.  When listed assets come up for sale or change of ownership, the Act gives community groups and local councils the time to develop a bid and raise the money to bid to buy the asset when it comes on the open market.<br />
<strong>Planning</strong>Neighbourhood Planning:  The significant reforms to the planning system and a new enabling role for local councils in the development of Neighbourhood Plans and Neighbourhood Development Orders.  The Act requires prospective developers to consult communities before submitting                applications for some developments. <br />
<strong>Community right to build: </strong>The Act gives groups of local people the power to deliver the development that their local community wants. Community organisations, including local councils, will be able to bring forward development proposals which, providing they meet minimum criteria and can demonstrate support, can go ahead without a separate planning application. <br />
<strong>Community Infrastructure Levy:</strong> Funds from a community infrastructure levy to be transferred to an agency - specifically local councils where they exist - other than the local planning authority.  <br />
<strong>Housing</strong>Reform of council housing finance: Under the Act, rent raised from social housing can now be kept by principal authorities to be used locally to maintain social housing.<br />
The government has not yet created the secondary legislation (Regulations), which will provide a clearer picture of how the requirements of the Act will actually work in practice.  At the present time the Parish Council are waiting for the relevant information to be filtered through the appropriate channels.           </p>

<p><strong>Parish Councillors </strong><br />
Following the resignation of Councillor George Roland, we have gone through the process to appoint a new member to the Council.  I would like to welcome Mrs Jodie Peck. She was co-opted onto the Parish Council at the Council Meeting held on 31 January 2012.</p>

<p><strong>Pot Holes</strong><br />
The highways, footpaths and car parks  working group have been surveying the village for problems.  These have been reported to Lincolnshire County Council (LCC) for repair. <p><strong>Skate Park/BMX Track Project</strong><br />
Some areas of the village have been experiencing Anti Social Behavior.  The Parish Council has been working in partnership with Lincolnshire Police, North Kesteven District Council (NKDC) and Lincolnshire County Council (LCC), residents and young people to find a solution to the issues. The young people have identified the need for a skate park in the village. This will be located at the south end of the playing field on Prince's Street, to minimize the impact of noise on the local   residents.  A working group has been formed to move this project forward.  The project is in the very early stages; however consultation with the community has begun.  The young people and other members have been working extremely hard to put together their proposals for the skate park, how they are going to fund the initial costs and future maintenance of the area.  </p>

        <![CDATA[<p>Firstly I would like to thank the outgoing Executive Committee, who have run the Village Hall over the last few years and now feel it is time to step down and enjoy a well earned rest. Jenni Honisett has worked tirelessly as Chairman, Dot Howes as                Secretary and Gwyneth Holland as Treasurer. </p>

<p>A big round of applause is needed for all their efforts to keep this very important village  asset running.</p>

<p>Having now stepped into the role of  Chairman I would like to thank everyone for the help and support they have given me in these early weeks. </p>

<p>Our customers, which is you 'the village', deserve a good facility, which is clean, safe, has modern facilities and is run smoothly and efficiently. Our new Committee will endeavour to keep Metheringham village hall as a place to be proud of and we will be  looking to do all the above and continue to look for ways to improve your facility.</p>

<p>I am grateful for Gwyneth Holland who will now take on the role of Fund Raising Facilitator and will continue to raise funds so that we can endeavour to improve the building and its contents. Already there are  various fund raising events scheduled on a regular basis. The Hub is one such event  which is held on the fourth Thursday in every month from 2:30 - 4:30.  This is where you can pop into the hall, buy some green groceries, swap a book, have your hair cut or have a nice cup of tea and homemade cake. There is also a fishmonger and butcher who come to the village hall car park. Already it is proving very popular and it is a chance for the villagers to meet up and have a chat. </p>

<p>New Age Kurling is held every Friday evening. This too is proving very popular for all ages and again this is a fund-raiser for the hall.</p>

        <![CDATA[<p><strong>Drought Effects</strong><br />
As this is being written at the end of April the drought seems a distant problem. Water is flowing in the Beck at Scopwick and the springs that sustain it are bubbling up once again. <br />
While the rain has been welcome the effects of the drought are still with us. This can clearly be seen in the subsidence affecting the Village Hall. The long dry period affected the clay on which part of the Hall rests and, as the clay  shrank, so the Hall cracked. It remains to be seen what effect there will be as the recent rainfall is absorbed and the ground heaves back to a new level. </p>

<p>The subsidence does not appear to be dangerous or to directly affect any of the               activities in the Hall but it will be an expensive business to investigate and eventually repair the damage. The Hall of course is one of the main social hubs of our community.<br />

        <![CDATA[<p><strong>Electricity Supply</strong><br />
It is with considerable relief that the work carried out by Western Power on the overhead electricity supply lines finally  finished. There is some tidying up still to do where the contactors have been tasked by the County Highways Department with repairing damaged roadways and verges. The long term intention of BT concerning overhead telephone cables has yet to be determined.</p>

<p><strong>Biodiversity Project</strong><br />
A new project to encourage interest in biodiversity is being set up in the Parish. The aim is to identify areas of ground that can be managed so that a broad range of wildflowers and plants can flourish. That in turn would provide conditions for increased numbers of insects and birds.<br />
This Project is being led locally by David Hyde with advice from Lincolnshire Wildlife Trust. All those interested, of any age, are invited to contact David on 01526-320118, email <a href="mailto:davidhyde007@btinternet.com">davidhyde007@btinternet.com</a> </p>

<p><strong>Jubilee Celebrations</strong><br />
Plans to celebrate the Queen's Jubilee are well underway. Community activities have been planned for Sunday, 3 June and Monday, 4 June. All households in the                Parish have received a circular with an outline of the events that will take place. It is hoped that everyone will participate to make this a weekend to remember. A souvenir mug may be collected during the two days by all the children aged 16 or under, resident in the Parish. Further details will be made available closer to the date by the Jubilee Committee.  </p>
