You are summoned to a meeting of Metheringham Parish Council which will be held in the Village Hall on Tuesday 30th March 2010 at 7.30pm. Prior to the official start of the meeting a public forum of not more than 15 minutes will be held if required. The public may address the council between 7.15pm and 7.30pm on current matters, or issues which may become future agenda items and your attendance is also requested during this period. A Police Report will be given at this time.

AGENDA
30th March 2010
1. To resolve to accept Apologies for Absence and reasons given
2. Members Declarations of Interests: Members may make any declarations of interest at this point but may also make them at any point during the meeting in accordance with the 2000 Local Government Act.
3. Reports from representatives on outside bodies:
a) To receive a report from the County Councillor.
b) To receive a report from the District Councillor.
c) To receive reports from Council representatives on other outside bodies.
d) To receive a report from the Parish Dog Warden
4. Notes of the last Full Council Meeting held on Tuesday 23rd February 2010, to be approved and signed as the minutes. Notes of the Special Meeting of the Council held on Wednesday 3rd March 2010, to be approved and signed as the minutes.
5. Clerks report on matters outstanding (previously circulated)
6. Financial matters:
a) Annual Report 2009/2010 - To agree that the Annual Report will have a similar format to previous years and to approve a provisional budget of £500.00 for printing.
b) To consider and approve quotations received for white lining village car park Princes Street at an approximate cost of £400.00.
c) To consider and approve quotations received for purchasing a finger post sign to be erected in the war memorial garden High Street at an approximate cost of £600.00.
d) Following approval of new play park equipment from Fresh Air Fitness - To approve additional cost of £870.00 due to exceptional circumstances following site meeting to satisfy health & safety requirements.
e) To approve payment of Bridge McFarland Solicitors interim invoice of £1504.96, for work undertaken from June 2009 to February 2010 in relation to the playing fields lease with LCC.
f) To consider an invite from Community Lincs regarding 'Training for People Responsible for Children's Play Areas' at Washingborough Community Centre on 9th June 2010 at a cost of £25.00 per person and decide accordingly.
g) To consider accounts for payment.
h) To receive a report from the RFO on the PC finances, Income and Expenditure.
7. Planning Committee:
a) Notes of the last meeting held on 10th March 2010, to be approved as the
minutes (previously circulated).
b) To consider amended planning application Ref: 09/1040/FUL, Proposal:
Erection of dairy unit incorporating 8 no cattle accommodation buildings, 2
no maternity/hospital buildings, 2 no milking parlours, holding areas, feed
store and associated hard standing, runoff lagoon, anaerobic digestion
unit, staff dormitory building, office, weighbridge, internal roads and
footpaths and new vehicular access to B1188 (full application) and
erection of 5 agricultural workers dwellings (outline application with means
of access and layout), North of Dunston Heath Lane and West of B1188
Nocton Heath Lincoln.
8. Correspondence:
a) To note general correspondence (publications and letters are available for viewing).
b) To consider a letter from NKDC inviting council members to take part in 'Brains of Kesteven' charity quiz night to be held on Thursday 15th April 2010 at 7.00pm at NKDC Civic Suite, Sleaford and decide accordingly.
c) To consider entering the Lincolnshire Best Kept Village and Small Towns Competition 2010 and decide accordingly.
9. To receive reports on Outside Meetings:
a) To receive a report from the Clerk on 'PR on a shoe-string' course held
15th March 2010.
b) To receive a report from the Clerk on 'Applying for Large Grants' training
held 17th March 2010.
c) To receive a report from the Chairman on the LALC County Committee
meeting held 18th March 2010.
10. To receive reports from Working Groups:
a) Children's Playgrounds and Playing Fields
b) Fayre and Feast
c) Highways, Footpaths & Car Parks
11. Recreation field & related issues: To receive a progress report following Forward Planning Meeting held 3rd March 2010.
12. Allotments: To receive an update following the proposal for new allotments and pavilion.
13. Annual Village Meeting 2010: To receive a progress report on arrangements for this year's event.
14. New Residents Information Pack: To approve draft document for circulation (previously circulated).
15. Protocol for Handling Complaints: To resolve to adopt the protocol for parish councils relating to the handling of complaints received against members (previously circulated).
16. Diamond Jubilee: To mark 60 years of the Queen's reign the Diamond Jubilee will take place during the first week in June 2012. To discuss celebrations for Metheringham.
17. Council Members: To resolve to increase the number of Councillors from eleven to thirteen in accordance with NKDC guidelines.
18. Date, time and venue of next meeting: Annual Village Meeting Tuesday 27th April 2010 at 7.00pm in the Village Hall.
Metheringham Sots Hole and Tanvats Parish Council News
Allotments - Metheringham
The Parish Council are still in negotiations with the land agent to acquire some of the glebe land in the village for use as allotments. Another area of land has now been identified and this is also being pursued. The waiting list remains at twenty three people. If anyone knows of any land in the parish that would be suitable for hire or purchase as allotments please contact the Clerk.
Annual Village Meeting
The 2010 Annual Village meeting will take place on Tuesday 27 April starting at 7.00pm in the Village Hall.Over the past four years the events have been very successful with over 20 village organizations in attendance. This is not a formal Parish Council meeting, it is a meeting for the people of Metheringham to present to each other, details of their organizations and how things have progressed during the year. This can be done with a display, a short presentation or just an informal chat. The Chairman will give a report on the Parish Council activities, so if you would like to know more about your parish council and how we are spending your money, then please come along. This year the invited guest is the Lincolnshire and Nottinghamshire Air Ambulance. There will be free refreshments during the evening and the opportunity to view the exhibits and socialize with the speakers and parishioners.

Caretaker
Metheringham Village Hall Management Committee is seeking to appoint a Caretaker.
This is a part time post and will include general caretaking and maintenance jobs at the Village Hall.
The person will also be responsible for taking bookings for the hall.
A flexible approach to working is necessary as the person appointed will be responsible for unlocking and locking the building before and after events.
A salary will be paid monthly depending on the hours worked.
