Minutes of Scopwick Parish Council Meeting held at 7.15 pm on Tuesday 29th January 2008 in the village hall.

11/2008 Welcome
Chairman Cllr Nelson welcomed Members, Cllr Cartwright, Cllr Whittle and members of the public.

12/2008 Apologies
There were no apologies.

13/2008 Guest Speaker
Mr David Bate, Principal Planning Officer, North Kesteven District Council spoke on the planning system.

14/2008 Councillor Cartwright and Councillor Whittle.
No report from Cllr Whittle.
Cllr Cartwright apologised for not attending all parish council meetings which was due to clashes with other meetings. He reported that he would not be standing for county at the next elections. Cllr Cartwright said he would advise the clerk of the current status of the ‘Dial a Ride’ scheme. Action:Cllr Cartwright

15/2008 Declarations of Interest
Cllrs Nelson and Woodward declared an interest in Agenda Item 15 - Playing Field. Cllr Baumber declared an interest in Agenda Item 27 – grass cutting.

16/2008 Minutes of the last meeting held on 5th January 2008
It was resolved that the Notes of the Extraordinary Meeting held on 5th January 2008 be approved as the minutes and signed as a true record.

17/2008 Clerks Report
The Clerk reported that official documents, i.e. Standing Orders and Financial Regulations were not held on disc. She was advised to contact LALC for master copies which could be adapted. Action: JG

18/2008 Correspondence
18/1/2008 Central Networks - The Project Manager had ordered two of the darker green housing for the electrical sub station and he would change them once they became available.
18/2/2008 Colemans Solicitors - A legacy of £2000 had been given by Florence Turner to the parish council for the improvement and maintenance of the village green adjacent to the beck.
18/3/2008 Lincolnshire Police - The complaint against Pc Lound had been officially recorded as being resolved in accordance with the Police Reform Act 2002 Schedule 3. The Clerk was instructed to advise Mrs C. Means of this decision. Action: JG
18/4/2008 NKDC - A database of facilities in every village was being compiled, in particular of the church, village hall, pub and shop, to determine if these premises were accessible to the disabled. Forms were to be completed by Mr J Woodward, Churchwarden (Scopwick), Mrs Mason, Churchwarden (Kirkby Green) and Mr O Davies, Chairman of the Village Hall Management Committee. Action: JW, OD & Mrs Mason
18/5/2008 NKDC - A DVD was available for loan to all councils relating to the new Code of Conduct issues and procedures.
18/6/2008 NKDC - Following recent consultations on new corporate policies, 5 proposed priorities had been identified and feedback was requested. Cllr Nelson would complete the form. Action: DN

19/2008 Register of Electors
All councillors completed a disclaimer for return to the district council. Action: JG

20/2008 Highways
20/1/2008 Path to the Church, Kirkby Green – The path was not recorded on the Definitive Rights of Way Map or on the list of maintainable streets and as such its status and the responsibility for maintenance was not clear. However, public rights do exist over this way, even though not recorded, and as such Lincolnshire County Council had a duty to maintain the path. The Clerk was instructed to write to the County Council requesting the path be cleaned up and nettles be kept under control. Action: JG

21/2008 Planning Applications
21/1/2008 07/1259: Erection of dwelling, land adjoining 60 Main Street, Scopwick – application withdrawn.
21/2/2008 07/1256: Demolish existing garage and replace with new garage with first floor games/playroom, Orchard House, Main Street, Scopwick – application withdrawn.

22/2008 Risk Assessment of Street Furniture
22/1/2008 Gate entering Scopwick village meadow – The gate will be left in its current position for the time being.
22/2/2008 Kirkby Green Street Furniture – Cllr Mason reported that the seat in the Stepping Out Area was in good condition. The seat at the junction of Main Street and Church Lane was not sound and required new lats. The Clerk was instructed to order the necessary lats from Wicksteed. It was reported that the Kirkby Green notice board needed painting. Action: JG

23/2008 Beck Report
Cllr D. Nelson reported that he had submitted the draft proposal for renovating the beck to Lapwing for consideration and comment. It was resolved that Cllr Nelson should submit the proposals to the Environment Agency following a reply from Lapwing. Action: DN

24/2008 Cluster Group Meeting
Cllr D. Nelson gave a detailed report of the issues discussed at the Cluster Meeting held on 10th January.

Councillor J. Brooks left the meeting at 9.0pm.

25/2008 Playing Field
25/1/2008 Weekly Inspection Report - Cllr D Nelson reported that the Playing Field Committee had agreed to carry out the weekly inspections. Cllr D. Nelson reported that the fence running alongside the graveyard had deteriorated, with some of the palings coming off on the lowest section.
25/2/2008 Renewal of bark – It was resolved to request a contribution from the Playing Field Association to top up the bark on the play areas during the summer months. Action: JG

26/2008 Village Hall
26/1/2008 Donation to the Village Hall Management Committee – It was resolved to give a donation of £2,000 to the Village Hall Management Committee.
26/2/2008 Report – To date one quotation had been received for improvements to the internal and external work to the hall. The current Lease was too short to satisfy grant bodies and the Clerk was instructed to write to Blankney Estates to resolve the matter. Action: JG

27/2008 Website
The Clerk was instructed to make contact with the Metheringham website co-ordinator who had indicated an interest in taking on the role for Scopwick. Action: JG

28/2008 School Governor Vacancy
A school governor vacancy had arisen at Cotelands & Winchelsea Schools in Ruskington due to the resignation of Cllr I. Cartwright.

29/2008 Parking in Springfield Estate
It was resolved that the Clerk write to Lincolnshire County Council and North Kesteven District Council regarding the parking issues on Springfield Estate. Action: JG

30/2008 Village Allotment
Mrs Jayne Mitchell, Corner House, Farriers Court, Scopwick had indicated an interest in the allotment. Her details had been passed to North Kesteven District Council for attention.

31/2008 Voluntary Car Scheme
Receipts had been received from Mr Hugh Cardy together with a payment request of £11.50. Action: JG

32/2008 Finance
32/1/2008 Accounts - The accounts were approved.
32/2/2008 Ex Clerk’s Expenses - Payment of the ex clerk’s expenses was approved. Action: JG
32/3/2008 Vitalise Essential Breaks – It was resolved not to donate to this charity.
32/4/2008 Grass cutting grant – The clerk reported that the sum of £881.68 had been received from Lincolnshire County Council
32/5/2008 Co-operative Bank – Due to an administration error it was necessary to urgently complete a new mandate comprising the following cheque signatories: Cllr D. Nelson, Cllr J. Flett, Cllr J. Brooks, Cllr J. Woodward, Mrs J. Girling (Clerk). Action: DN, JF, JB, JW, JG

33/2008 Lincolnshire Association of Local Councils
The Clerk gave details of various training seminars to be held in the coming year.
