Minutes of Scopwick Parish Council Meeting held at 7.15 pm on Tuesday 30th September 2008 in Scopwick Village Hall.

108/2008 Welcome
The Chairman, Cllr Nelson, welcomed Members, Cllr Whittle, and members of the public.

109/2008 Apologies
An apology had been received from Cllr J. Woodward for his expected delayed arrival.

110/2008 Councillor Whittle
Cllr Whittle reported that Cllr Cartwright was currently extremely busy in his new role as Chairman of Lincolnshire County Council. Cllr Whittle reported that granting of planning application N/53/0546/08 was subject to a review in 2 years. Cllr Whittle reported that council tax bills had been reduced.

111/2008 Declarations of Interest:
111/1/2008
Standards Board for England – The Clerk drew members’ attention to the legal requirements for declarations of interest.
111/2/2008 Declarations of Interest in accordance with Local Government Act 2000 - Cllr D Nelson declared a personal interest in Agenda Item 15 - Playing Field – spouse of member of Playing Field Committee

112/2008 Minutes of the last meeting held on 29th July 2008
It was resolved that the Notes of the Parish Council Meeting held on 29th July 2008 be approved as the minutes and signed as a true record.

113/2008 Clerks Report
The Clerk reported that the 2 notice boards had been added to the insurance schedule. The Clerk reported that Graham Wilson, Tree Officer, NKDC, suggested finding an alternative location for the seat on Springfield Estate due to the recurring problem of tree roots. The Clerk would ascertain the owner of the seat. Action:JG

114/2/2008 Following further study of the newly compiled Asset Register, an addition of the wooden twin gate in the village meadow was made and a query regarding the number of village seats. Cllr J. Flett to ascertain the exact number and inform the Clerk. Action JG,JF
114/3/2008 The Clerk reported that the external auditors’ report had been received and the Annual Return had been approved, with one comment that the Clerk was currently compiling an Asset Register. The Clerk would to display the notice of closure of audit on the public notice boards.

115/2008 BT Payphone Proposals
The Clerk reported that correspondence had been received from NKDC confirming their objection to BT payphone proposals.

116/2008 Metheringham Cluster Group
Cllr D Nelson gave a full report of issues raised at the last meeting. The next meeting would be held at 7pm in Metheringham Village Hall on Tuesday 7th October. The Clerk and Cllr D Nelson gave their apologies and Cllr Flett hoped to attend. Action JF

117/2008 NKDC
117/1/2008 An invitation had been received to apply for funding to support the initiative of a Parish Litter Picker for the year 2008/2009. It was resolved to apply for a grant based on 40 hours work per year. Action:JG
117/2/2008 An invitation had been received to apply for funding to support the initiative of a Parish Dog Warden for the year 2008/2009. This was declined. Action:JG
117/3/2008 Churchyard grass cutting – It was resolved to write to NKDC expressing concern regarding the uneven cutting and to enquire if the grass could be cut by another method.Action:JG
117/4/2008 It was resolved to write to the Design & Maintenance Manager to request 2 additional footway lights in the car park of Springfield Estate, one by the car park wall and the other in the north east corner. Action:JG
117/5/2008 Rough sleepers – Information had been requested about known sites of rough sleepers in the area. None were identified. Action:JG

118/2008 Correspondence
118/1/2008 An invitation had been received to a Local Police and Community Forum in Navenby on 1st October 2008.
118/2/2008 Community Links – The Best Kept Village marking sheets were very complimentary, the village only narrowly missing being awarded 2nd place.

119/2008 Beck Project
119/1/2008 Cllr D Nelson reported that the project was almost complete.
119/2/2008 It was resolved to obtain quotations for the necessary tree work around the Beck. Action:JG

At 8.20pm Cllr J. Woodward joined the meeting.

120/2008 Highways Issues
120/1/2008 Parking issues on Brookside – Cllr J. Woodward reported that the area had been re-seeded and coned off, although at the recent site meeting the Highways Officer, had indicated that hardcore could be layed, where soft, then soil and seed, with 2 bollards on either side of the footpath. It was resolved to write to Highways to request the agreed method.
120/2/2008 Overgrowth on Trundle Lane – This matter had been forwarded to Graham Leicester in the LCC Countryside Team.120/3/2008 Flooding on Bloxholm Lane – It was resolved to request a site meeting as soon as possible.

121/2008 Planning Applications
121/1/2008 N/53/0731/08 – Planning permission granted
Mr and Mrs Mason, 10 Church Lane, Kirkby Green re conversion of domestic outbuilding to dwelling at 10 Church Lane, Kirkby Green Action:JG
121/2/2008 TPO/JW/N651-2 – Granted
Mr Charles Kerrigan, 34 Brookside, Scopwick re tree work on willow covered by Tree Preservation Order N651. Action:JG

122/2008 Playing Field
122/1/2008 During the past 2 months broken bolt covers and bark were replaced and a hedge was trimmed. Thistles were cleaned from the toddler area. The hedge was trimmed by hand around the gate and style and bins emptied. The grass was very long at inspection on 21st September but otherwise in good order.
122/2/2008 ROSPA – The Annual Inspection Report was noted and forwarded to the Playing Fields Association. Cllr D. Nelson reported that Jane Drury had attended the recent Community Links ‘playground inspection’ course.
122/3/2008 An invitation had been received to attend the AGM of the Lincolnshire Playing Fields Association at 7pm on Thursday 23rd October 2008 at Cranwell Village Hall.

123/2008 Village Hall
123/1/2008 To elect a representative on the Village Hall Committee – It was resolved that Cllr J. Flett be appointed. A letter confirming the appointment would be sent to the Village Hall Committee Chairman. Action:JG
123/2/2008 Lease – Correspondence had been received from Mr R W Parker of Blankney Estates Ltd. confirming that their Board were not prepared to extend the lease.
123/3/2008 Carol Concert – Following a request by the Village Hall Management Committee to organise a carol concert on Monday 22nd December, it was resolved to give support to the event in the form of mince pies, mulled wine and raffle prizes but not to be the organisers. Action:JG


124/2008 Allotments
It was resolved to make further enquiries, particularly regarding eligibility. Action:JG

125/2008 Scopwick Notice Board
Due to the rather dilapidated state of the notice board, the Clerk was instructed to obtain literature and costs etc. for a new notice board. Action:JG

126/2008 Sustainable Villages
Following discussion with Mr David Webb, Environmental Officer, Cllr J. Woodward gave a comprehensive report on wind turbines. It was resolved to ascertain the way forward. Action: JW,JG

127/2008 Date of Next Meeting
The next parish council meeting would be held on Tuesday 25th November 2008.

128/2008 To Resolve whether to move into closed session – As there were no remaining members of the public, this was not necessary.

129/2008 Casual Vacancy – Two applications had been received, one of which was ineligible. It was resolved by a unanimous decision to appoint Mr Michael Clayton as the new Councillor.
