Minutes of Scopwick Parish Council Meeting held at 7.15 pm on Tuesday 31st March 2009 in Scopwick Village Hall.

33/2009 Welcome
The Chairman welcomed Members and members of the public.

34/2009 Apology
An apology had been received from Cllr. L. Mason which was approved. Apologies had also been received from Cllr Cartwright and Cllr Whittle who both had other engagements.
35/2009 Reports from visiting Councillors
No report. However, Mr Eran N Bauer, prospective Conservative Candidate for this division attended the meeting briefly in order to introduce himself.

36/2009 Declarations of Interest in accordance with Local Government Act 2000
Cllr D Nelson declared a personal interest in Agenda Item 14 - Playing Field – spouse of Chairperson of Playing Field Committee

37/2009 Notes
It was resolved that the Notes of the Parish Council Meeting held on 27th January 2009 be approved as the minutes and signed as a true record.

38/2009 Clerks Report
The Clerk advised that she had reported the faulty post on the timber bridge over the beck. The Clerk advised that she had reported to the Footpaths Officer that it was impossible to walk the full length of Public Footpath 4. Pc Daniels had no major incidents to report over the last period.

39/2009 Finance

39/2/2009 The Clerk reported that a grant of £1,300 had been received from the Environment Agency in full payment of the Interpretation Board which would give details of wildlife, flora and fauna around the beck.
39/3/2009 It was proposed, seconded and resolved that the legacy received from the estate of Florence Turner be held in reserves towards a Village Sign. Action: JG

40/2009 Correspondence
40/1/2009 Fencing on Vicarage Lane – NKDC had issued an order for repair of the fencing between Springfield Estate and Vicarage Lane. The Clerk was instructed to follow this up.Action: JG
40/2/2009 Damage to grass verges – A letter and accompanying photographs had been received from a resident regarding damage to the grass verge in the vicinity of Scopwick Village Hall. The Clerk was instructed to contact NKDC.Action: JG
40/3/2009 Lincolnshire Sports Partnership – The Physical Activator had requested information about the provision of sporting activities for the over 45’s in the parish. The Clerk would respond accordingly.Action: JG
40/4/2009 LCC Aggregates Levy Sustainability Fund – There was an opportunity to apply for a grant through this fund. It was proposed, seconded and resolved to submit a funding application for the Village Green restoration.Action: JG
40/5/2009 NKDC – Information had been received regarding the refuse/recycling route changes. The Clerk was instructed to advise NKDC about the large volume of parked cars along Brookside on Tuesday mornings due to hall usage. Action: JG


41/2009 NKDC
41/1/2009 Parish Litter Picking Scheme – It was proposed, seconded and resolved to advertise the position of Parish Litter Picker at 4 hours per month. Action: JG
41/2/2009 Dog Waste Bins – No action necessary.

42/2009 Village Trees and Hedges
42/1/2009 Cllr D Nelson reported that two red hawthorn trees had been planted on the Village Green to replace the ones cut down.
42/2/2009 Allotment Hedge – It was proposed, seconded and resolved to discuss this issue at the September meeting.

43/2009 Quality Parish Council Scheme.
The Clerk advised members of the work which would be required in order to achieve Quality Status. The Clerk was instructed to circulate members with the requirements for Communication (discretionary) and Democracy and Citizenship. Action: JG

44/2009 Planning Applications
44/1/2009 Application No. N/53/0030/09 – Mr S Mellor of 4 Whitefriars Road, Hawthorn Heights: Erection of 2 storey detached dwelling with associated detached double garage at land to the rear of 60 Main Street, Scopwick. Permission granted.
44/2/2009 New Earth Solutions – Savilles advised that LCC would shortly be in contact with the council as a consultee. It was proposed, seconded and resolved to hold a meeting as soon as possible to agree the necessary response. Action: JG The Clerk was also instructed to contact the parish councils involved in the other two similar projects to ascertain their views. Action: JG
44/3/2009 Circulation of Planning Documents – The Clerk asked members to circulate planning applications as speedily as possible in order to adhere to the timetable for submissions by consultees. Action: DN/JW/JF/LM

45/2009 Highways
45/1/2009 Heath Road – It was proposed, seconded and resolved to contact Highways regarding the uneven surface of the footpath between the garage and the entrance to the Granaries. Action: JG
45/2/2009 Damage to footbridge over beck – The problem had been reported.

46/2009 Playing Field
The Inspection Report covering February and March 2009 is given below. Playdales were contrated by the PFA for the following repairs and alterations which were undertaken on 7th February: Lengthen chain of toddler swings, shorten chain trailing on ground on adventure trail, replace bolts on tower which were slipping and had lost caps. The PFA had complained regarding damage to the wooden steps associated with replacing bolts. Litter, including steel bar, was collected on 21st February. Molehills levelled not spreading and to be levelled with rake. Will report replacing turf in goal mouth where worn down. Otherwise, all equipment sound and free from damage.

47/2009 Village Hall
47/1/2009 Lease with Blankney Estates – The Clerk reported that Mr Parker had provided a copy of the lease with the Parish Council which was dated 29th April 1996.
47/2/2009 Cllr P Baumber advised that the Annual General Meeting of the Village Hall Committee would be held in April. Mrs Fenwick had been appointed as the new hall caretaker and in future all bookings should be made through Mr D Hyde.

48/2009 Village Signs
48/1/2009 ‘History of Village’ Sign Board – Cllr P Baumber reported that Mr P Scholey would submit the text to NKDC who had agreed to carry out the necessary work free of charge.
48/2/2009 Village Sign – Cllr D Nelson reported little response from the Art Group competition to design the sign. It was felt another option would be to run a competition at the Village Show in August.
48/3/2009 Beck Interpretation Board – Cllr D Nelson would circulate to members the proposed text describing plants, animals and birds which frequented the Beck. Action: DN

49/2009 Risk Assessments
49/1/2009 Kirkby Green – A report had been received from Cllr L Mason stating that the street furniture was sound and offered no risk to users. However the stain/paint was peeling and the wooden slats needed attention. Cllr J Flett advised that she would attend to this matter.Action: JF
49/2/2009 Scopwick – Cllr J Flett advised that she would attend to this matter as soon as possible. Action: JF

50/2009 Metheringham Cluster Meeting
Cllr D Nelson reported that the next meeting would be held on Wednesday 29th April in Scopwick Village Hall. The Clerk was requested to ascertain who had responsibility for refreshments.

51/2009 Best Kept Village Competition 2009
It was proposed, seconded and resolved to enter this year’s competition. The Clerk was instructed to display notices advertising the competition a little nearer the time. Action: JG

52/2009 Annual Parish Meeting
The Clerk reported that a presentation would be given by Mr Stephen Hyde of LIVES. Leaflets giving details of Parish Plans had also been obtained which would be distributed to residents in order to ascertain interest.

53/2009 Village Show
The Village Show would be held on 9th August 2009. Members would judge the gardens and present the trophies at the show.

54/2009 Date of Next Meeting(s)
The Annual Parish Meeting would be held on Tuesday 19th May 2009 at 7pm in Scopwick Village Hall followed by the Annual Parish Council Meeting.
