33/2010 Election of Chairman
Cllr. D. Nelson was elected as Chairman for the ensuing year.
Cllr. Nelson signed the Declaration of Acceptance of Office.
34/2010 Election of Vice Chairman
Cllr. J. Flett was elected as Vice Chairman for the ensuing year.
Cllr Flett signed the Declaration of Acceptance of Office.
35/2010 Report from District & County Councillors
A joint report from District Cllrs Whittle and Cartwright on NKDC achievement during 2009/10 was presented during the preceding Annual Parish Meeting.
A report from County Cllr Bauer outlining process and responsibility within the County Council was presented during the preceding Annual Parish Meeting.
Both reports may be seen as an attachment to the Minutes of the Annual Parish Meeting.

39/2010 Notes of the last meeting
It was proposed, seconded and resolved unanimously that the notes of the last meeting held on 31 March 2010 be approved as the Minutes and signed as a true record.
40/2010 Annual Parish Meeting
1/40/2010 Issues raised at the Annual Parish Meeting:
- Dog bin positioning in Kirkby Green
- Use of telephone box as local information centre
- Smashed fire hydrant outside 3 Main Street Kirkby Green
- 4x4 vehicles not using ford at Kirkby Green to cross Beck and causing damage to surrounding banks
- Grass and hedge maintenance inadequate in parts of Kirkby Green
It was proposed, seconded, and resolved to discuss these issues at the next Parish Council Meeting with input from the Clerk at that time.
41/2010 Clerk’s Report
1/41/2010 2 ton of crushed concrete has been purchased and is available in the Village Meadow for use repairing vehicle damage to verges.
2/41/2010 Details of the Rural gains Grant opportunity are still to be circulated to potential applicants in the Parish. Action: JK
3/41/2010 A letter was received dated 12 April from Mr T Banks on behalf of the Blankney Estates saying that no land had yet been identified by the estate for use as allotments.The letter confirmed that the Estate solicitors are preparing a form of words to allow restricted access across the Village Meadow for the adjacent property.Action: JK
4/41/2010 A follow up has been sent to the Highways Dept at NKDC to make good on a previous promise to repair and clear Trundle Lane Action: JK
5/41/2010 A follow up has been sent to the Highways Dept at NKDC to make good on a previous promise to install kerb and path in main Street Kirkby Green Action: JK
6/41/2010 County Highways Dept advise that repair to the wooden bridge over the Beck in Scopwick will be completed in the near future.Action: JK
7/41/2010 A request along with suitable photographs is to be sent to Highways Dept concerning the state of the roadway over the Church bridge in Scopwick. Action: JK

Standing Orders were reviewed and it was proposed, seconded and resolved that they be approved.

The Risk Assessment Policy was reviewed and it was proposed, seconded and resolved that it be approved.

The Asset Register was reviewed and it was proposed, seconded and resolved that it be approved.
5/42/2010 Protocol for Handling Complaints
The protocol supplied by the NKDC solicitor and Monitoring Officer, Michael Samson attached to letter dated 16 April 2010 was proposed for adoption, seconded, and resolved for adoption by the Parish Council
43/2010 Finance
1/43/2010 The Internal Auditor’s report was received and approved.
2/43/2010 It was proposed, seconded, and resolved that the system of Internal Audit be approved.
3/43/2010 It was proposed, seconded, and resolved to approve the Statement of Accounts and Annual Governance Statement.
4/43/2010 It was proposed, seconded and resolved to approve latest accounts and the following cheques for payments:

5/43/2010 It was proposed. Seconded, and resolved to pay the insurance premium of £1,298.45 due 1 June 2010. Action: DN
6/43/2010 A statement concerning the accounting and payment of invoices for Village Hall refurbishment was presented by the Clerk. It was proposed, seconded, and resolved to pay the outstanding invoices, including VAT, of £33,208.01. Action: DN
7/43/2010 It was proposed, seconded, and resolved to pay the VAT of £4.946.01 for the Village Hall refurbishment from Council reserves. The VAT will be refunded to the Council by HM Revenue & Customs at the start of 2011/12.

Request from e-on to confirm that unmetered electricity supply to telephone box is still required.
Notice that a vacancy exists for a Parish Clerk at Screditon
Warning that the Mobile Library service stop at Kirkby Green would be discontinued unless there was an immediate increase in use.
Letter from Mrs Scholey commenting on the state of the stone wall that is a feature running through the village. It was agreed that the Clerk would acknowledge the letter and place this issue on the Agenda for the next Parish Council Meeting. Action: JK

2/45/2010 It was proposed, seconded, and resolved that the Council would reconfirm permission previously granted to cross land in front of 7 Kirkby Green so that the householder may continue to gain access. Action: JK
46/2010 Date of Next Meeting
The next Parish Council Meeting will be held immediately following the Annual Parish Meeting on Tuesday 27 July in the Village Hall.
